Commented Unassigned: Cannot Start Client Browser: "Object reference not set to an instance of an object." [25954]

When I try to start to SP Client Browser V1.5.1 I get an error message: "Object reference not set to an instance of an object."

There is no log created. Must happen very early in the Startup process. Screenshot is attached.

Files extracted to a Folder. I'm also using Windows 81. 64bits.
